if you have SSN...you can (I think)...you can ask people at the city hall (small biz dept)....call them or visit there. I think, as long as you have SSN...you are okay to start your business. Good luck.

Anyone can start a business in USA. Students, visitors, undocumented doesn’t matter. In order to work for the business, you need to have employment authorization though..

to answer you, yes you can. but you are fishing in muddy waters bud! if i were you, i would stay away from it until things clear up on that saranarthi petition front. clearly, you haven't researched well, else you wouldn't be asking that question. can you elaborate which US state you wish to set up your business in?
