Is it true that DV mail don't get forwarded to you current mailing address even if you have changed your address in USPS.

Its true, Non of the immigration related documents are forwarded. In genereal cases you can change your address with USCIS but for DV there is nothing. But still, Post Office may forward it to new address my mistake.

if u want it then u have to stay in same address else it will go back. which means u wont get it. so stay where ever u are or give some address which u think is permanent.

i dont think post office will forward this either coz in most of those kind of mail, there will be a print saying "DO NOY FORWARD THIS MAIL". unless post office dont see that print, its a different thing

Is there a way to contact the USCIS directly and ask them if you have been selected for the DV? I was looking at the list of names on edvnepal.com but looks like they all are dv winners only in nepal (sabaiko nepali address thiyo). What about people who are in the US already, is it possible to call them up and check to see if you've been selected?
